Where Does a Western Chemical Plant Which Polluted Drinking Water Move On? To India
The lush tropical forest and rust-red hills of Lote, located on India’s western shoreline, give way to a modest rise where a industrial facility stands under the open sky.
The factory is largely newly built, but its machinery is far from new: it originates from the defunct Miteni factory in Vicenza, Italy. Miteni closed down in 2018 after among the most severe ecological controversies in the country’s recent history: after years of manufacturing persistent PFAS compounds, the firm’s leadership was brought to trial for contaminating water resources in an region home to 350,000 residents. In June, its former executives were convicted at the Vicenza court of environmental damage and other charges and given prison sentences, which they are expected to appeal against.
Understanding PFAS: Toxicity Levels and Exposure Routes
And yet, all of the company’s equipment, its intellectual property and processes – everything needed to produce Pfas – is now located at Lote Parshuram MIDC, a vast industrial enclave almost 4,000 miles away, sandwiched among local communities and wooded areas. And the plant has recently begun to produce forever chemicals again.
A Toxic Legacy
Previously recognized for its expertise in developing processes for specialty compounds, Miteni is now infamous for the harmful aftermath it bequeathed. In 2011, scientists found extraordinarily high concentrations of PFAS compounds in the plant’s wastewater. Hundreds of thousands of residents had been subjected through drinking water.
The most impacted were Miteni’s employees. Ilario Ermetti, 69, who worked for decades in its fluorinated chemical department, showed among the top levels of PFAS documented in blood samples. “After the facts emerged, I looked at a catalog of health issues related to PFAS, and discovered I had them all,” says Ermetti.
Elevated concentrations of Pfas in the bloodstream are linked to increased risk of cancer, cardiovascular diseases, organ impairment, fertility issues and more. Ermetti is currently recovering from a recent medical procedure.
Public Apprehensions
Michela Piccoli, 51, a healthcare worker and campaigner with Mothers Against PFAS, began mobilizing after learning her offspring’s blood tests showed elevated amounts of forever chemicals. When she learned that Miteni’s proprietary information and equipment were being sent to India, she was stunned.
“Being parents, as females, our concern has grown,” she said. “Because our children are the children of all.”
Corporate Transition
After Miteni went bankrupt, its holdings were acquired in 2019 by Viva Lifesciences, a subsidiary of the Indian chemical company Laxmi Organic Industries – the sole participant in the public auction. By the start of 2023, the complete machinery was being shipped en route to Mumbai. At the same time, Laxmi was promoting its recent purchase to investors. Transcripts of investor gatherings indicate that Laxmi’s executives minimized ecological worries, with its president, Harshvardhan Goenka, stating that Miteni was “doing everything legally according to EU regulations”.
Goenka is a member on the board of Laxmi Organic the Italian branch, a company founded in 2021. Another is Antonio Nardone, the last chief executive of Miteni, who was found guilty of environmental pollution and false accounting at the June trial and sentenced to six years and four months in jail. Per a former mid-level manager requesting confidentiality, Nardone was traveling for work to India months before the firm’s collapse.
While Laxmi purchased Miteni’s properties in June 2019, the environmental assessment report for the building of the factory in Lote reveals that in March 2018 the company was already intending to commence manufacturing fluorinated compounds compatible with Miteni’s offerings. Laxmi Organic Industries did not respond to requests for comment.
Growth Plans
By 2021, Laxmi’s strategy explicitly spelled out the objective to “acquire the customer base of Miteni” and become a leader in the production of PFAS and specialty chemicals. Logistics data indicate that, to secure validation on the standard of the compounds, in 2024 Laxmi started sending out test batches to companies with past business relationships with Miteni, such as BASF, Chemours, DuPont and FMC.
From the beginning of 2025, Laxmi’s site in Lote Parshuram has been completely active, producing chemicals that will be used in agrochemicals, pharmaceuticals, colorants, beauty products and other products.
Regulatory Context
Studies demonstrate that levels of forever chemicals in the environment are alarmingly high, particularly around manufacturing facilities. But although global focus is increasing, in India the matter is not on the political agenda yet.
“If we look at the regulations, [Pfas] is absent in those standards. It’s not recognised by the Indian government as of today,” said Rajneesh Gautam, an environmental chemist at the academic institution. “Autonomous study teams across India have conducted studies in different states. But this work are limited in scope, and there are still very few of them.”
Local Impact
Parineeta Dandekar, coordinator of the South Asia Network on Dams, Rivers, and People, says the Lote Parshuram manufacturing zone “has a poor ecological history”. After it was established in 1986, “the income source of fisher folk communities in this area totally deteriorated,” she said.
The industrial area is served by a shared effluent treatment facility that has been at the forefront of complaints.
“Nearby communities have consistently reported that it’s malfunctioning,” said Dandekar. “When there is no electricity, a common occurrence in rural Maharashtra state, the plant fails to operate and factories release polluted water directly into the waterways.” Regulatory bodies have sent multiple notices to the plant in the past few years.
Global Implications
In the EU, the European Chemical Agency is reviewing a plan to ban the production, importation and utilization of over ten thousand forever chemicals. This scrutiny may be driving the sector to the global south, according to Claudia Marcolungo, a professor of environmental law at the academic institution. “I think that this matter should be investigated, because the fact that Miteni’s operations, patents and machinery have been relocated to a nation like India should lead us to reflect, minimally, on the power that these multinationals have to move in countries where there is clearly a race to the bottom in terms of ecological safeguards.”
Ongoing Risks
Miteni has closed down, but the firm’s harmful impact lives on – at the polluted location in Vicenza, and in Lote. The medical effects associated with Pfas production are likely to affect populations that are facing an unsafe environment for years to come.
“That region has seen enough ecological damage by now,” says Dandekar. “If more dangerous companies establish presence, it’s always a risk.”
